2017 Korean Association for Public Administration (KAPA)
International Conference
“Bigger Challenges and Governing Capacity”

The Korea Association for Public Administration (KAPA) is pleased to announce that the 2017 International KAPA Conference will be held on June 22-24, 2017 in the city of Jeonju, Jeollabuk-do, South Korea. This conference aims to provide an opportunity for academicians and professionals from a wide range of public administration fields to participate in an academic discourse with a focus on ‘Bigger Challenges and Governing Capacity.’

Governments in many parts of the world are facing unprecedented macro-level challenges including aging, slower economic growth, crisis in government trust, public security, etc. Moreover, growing automation and connectivity led by the 4th industrial revolution are expected to generate profound social and economic changes. While the impacts of these macro changes becomes more vivid, we seem not quite able to understand their implications for governing capacities and public administrative processes. Therefore, we seek to advance our understanding of what core capacities at each level of government are needed to effectively address those social and economic developments and how to build those capacities by sharing international experiences and ideas. This conference invites papers (either theory-driven research or practical case studies) that reflect on this issue. Topics of interest for submission include, but are not limited to:

- The 4th industrial revolution as a governance challenge
- Public policy and public administrative responses to macro-level challenges
- Public policy and public administrative responses to sustainable development
- Re-designing public human resource management in face of bigger challenges
- Re-designing financial management and performance management in face of bigger challenges
- Intergovernmental collaborations in face of bigger challenges
- E-governance in smart city
- Big data analysis in public administration and public policy
- Public security challenges and governing capacity
Key Dates
Due date of abstract submission: April 24, 2017
Due date of full Paper submission: May 31, 2017
Due date of registration: May 15, 2017

Review of proposals will be completed by the end of April, and notifications be sent directly thereafter. Abstracts, completed manuscripts and presentations are expected to be delivered in English.

About KAPA
The Korean Association for Public Administration (KAPA) is one of the world’s largest academic organizations in the field public administration and policy. Founded in 1956 shortly after the Korean war, the KAPA membership is now composed of about 2,000 scholars, public officials and research institutions.

KAPA works very actively as a central post for the academic activities of Korean public administration and policy. Furthermore, it also strives to offer a valuable venue for scholarship and friendship for the international communities of public administration, ranging from Asia to other continents such as Americas, Europe, and Africa.

KAPA publishes the International Review of Public Administration, a peer-reviewed international journal indexed in Scopus. In addition, KAPA also publishes the Korean Public Administration Review (in Korean), which is one of the premier journals in Korea.
